Threats and harassment against EZLN support bases in El Rosario

  • Pojcol armed group warns of attacks and invasion against the community of Nuevo Paraíso
  • Failure by the government of Manuel Velasco Coello

The Fray Bartolomé de Las Casas Human Rights Centre (Frayba,) has information on the serious situation of threats and attacks by the “Pojcol Group” against the Support Bases of the Zapatista Army of National Liberation (BAEZLN) in the Community of El Rosario, Rebel Zapatista Autonomous Municipality (MAREZ) San Manuel; and threats against the community of Nuevo Paraíso, in the official municipality of Ocosingo, Chiapas, who belong to the Good Government Junta “The Path to the Future,” Caracol III, La Garrucha.

On 12th February, 2015, this Centre for Human Rights documented the destruction of a piece of land belonging to a BAEZLN in the community of El Rosario, and the tense situation that has existed for about 3 weeks due to the incursions of armed people from Pojcol, in the municipality of Chilón, Chiapas, who have fired gunshots into the air during the night.

According to the testimonies, the aggressor group has the collaboration of people from Guadalupe Victoria and El Rosario, who are facilitating the acts of aggression, threats and harassment against the BAEZLN.

On 22nd February, 2015, Frayba received information regarding two letters signed by a “representative of Pojcol group”, which warn and give a deadline to the BAEZLN: “[…] that they must withdraw the Zapatista guard from that place (El Rosario) or else we will take Nuevo Paraíso […] ” “To Avoid further bloodshed […] “

The acts of aggression and threats made by the “group from Pojcol” violate the right to autonomy and self-determination, as well as endangering the life, safety and physical integrity of the BAEZLN community of El Rosario and Nuevo Paraíso. These rights are enshrined in the Mexican Constitution and Convention 169 of the International Labour Organization (ILO), the United Nations Declaration on the Rights of Indigenous Peoples, as well as the San Andrés Accords.

This Human Rights Centre has been informing the government of Chiapas about the situation of risk that exists in el Rosario since July 2014, but to date they have taken no effective measures to resolve the conflict.

Therefore, this Centre for Human Rights demands from the Mexican government:

  • That the autonomy of the Zapatista Peoples is respected, particularly of the communities of El Rosario and Nuevo Paraíso.
  • That the necessary measures are adopted to safeguard the lives and integrity of the people living in the communities of El Rosario and Nuevo Paraíso, preventing the conflict from escalating.
  • That the necessary measures are effectively implemented to stop the violence against the BAEZLN.
  • That they investigate and punish the offenders of the self-identified group Pojcol, which since July 2014 has harassed and assaulted the BAEZLN and residents of the region.

Background:

On Friday 25th July 2014, 19 armed persons entered the land for regional collective work of the MAREZ of San Manuel, leaving a sign which read: “territory of Pojcol” and threatening the Autonomous Communities of El Rosario and Egypto that they would dispossess them of their lands; later, on 1st August people from the ejido Pojcol forcibly displaced 32 people from the community of Egipto. 1

On 6th August, 2014, 15 people from Pojcol entered the lands of the BAEZLN from the MAREZ previously referred to, where they felled trees and fired shots into the air. The same day, they also fired shots into the air in communities of El Rosario and Kexil. Due to these facts, the Centre for Human Rights issued an Urgent Action on 7th August, 2014 and updated it on 15th August of that year. 2

Systematic attacks and forced displacement. Violence against Zapatistas intensifies.

Written by Carlos Ogaz

“Where is the peace that Peña Nieto speaks so much of? Is this the peace that Manuel Velasco talks about? And yes, if this, what they are doing to the Zapatista support base compañeros, happened to the Municipal President of Ocosingo, Octavio Albores, would he believe that this is peace? They should think if they want peace. Because they are responsible for everything that may happen or will happen.”

Authorities of the Good Government Junta of La Garrucha

In recent months there has been an escalation of violence on the part of paramilitary groups – disguised as social organizations – against the support bases of the Zapatista Army of National Liberation (BAEZLN). In May there was the murder of José Luis Solís López in Caracol I La Realidad, and the destruction of the autonomous school and clinic by the Independent Central of Agricultural Workers and Campesinos – Historical (CIOAC-H). From 25 July until now, members of the Regional Organization of Autonomous Coffee Growers of Ocosingo (ORCAO) have been constantly threatening, harassing with firearms and attacking the BAEZLN of the Autonomous Municipality of San Manuel, part of Caracol III La Garrucha.

The acts of harassment and threats of displacement in the Autonomous Municipality began on 25 July; however, in a communique dated August 14, 2014 and signed by the autonomous authorities of the Caracol of La Garrucha, they say that “we did not want to make it public, due to the sharing (exchange) being held in the Caracol of La Realidad from 4 to 9 August, so as not to interfere with the great sharing between the original peoples of this country.” At this meeting Subcomandante Insurgente Moisés told the free media what had happened to the Support Bases of San Manuel:

What happened there is that the government party supporters, together with the government who organises them to displace us, who want to enter the reclaimed land, came to harass … They came on the 25th, from a village called Pojcol … The land they went to is communal land of the Autonomous Municipality … Then they arrived, they took their positions. They were waiting to see what they would do to them, to get them out, which was not done. Then (July 30) what they did was they sprayed everything … and then they took cattle which the compañeros had there, so they could eat the pasture and they died … again they returned (August 1) at 2 in the morning, about 100 metres away they surrounded the village and started shooting. And then what the compañeros did was to take out the children and women, and the compañeros stayed there, to see if they really would go in. It was a measure in case they were so serious that they would kill … The next night they returned and went in once again. They killed animals as well, but they not only killed them, they also stole them, because they took away the meat, and another of the animals which they could not take down, they left injured.

On August 1, through press bulletin No. 22, the Fray Bartolome de las Casas Human Rights Centre (Frayba) documented the forced displacement of 32 Support Bases from the community of Egipto, belonging to the Caracol of La Garrucha, “The incidents occurred….. when a group of armed people from the Ejido Pojcol, Municipality of Chilón, entered the land for collective work…. and fired gunshots”, immediately after, members of the paramilitary organization headed for the autonomous community, so the support bases, in order to avoid attack and confrontation, were forcibly displaced.  “On 2nd August, at 0:30 am, walking throughout the night until they came to another Zapatista village.”

The attacks against the BAEZLN are executed systematically; there is, without doubt,  coordination between ORCAO and CIOAC-H, since the signs demanding justice for compañero Galeano (and which identify Peña Nieto And Manuel Velasco as the main orchestrators of these new attacks) have been burned, in this way demonstrating that the response organised, along with the support of national and international civil society, against the attacks on the Zapatistas, infuriate “the supreme paramilitary chiefs.”

The Centre for Human Rights founded by Bishop Samuel Ruíz, in the urgent action issued on August 7, recounts further provocations, and death threats against those who day by day sustain the Zapatista project. On August 6, about 15 armed men, on board trucks coming from the “direction of Pojcol,” entered the land for collective work of the Autonomous Municipality of San Manuel; they cut down trees, took away the wood and fired in to the air. When the paramilitaries were leaving the collective land, “as they passed the house of a BAEZLN they fired five shots. At 14:51 pm, while crossing the community of Kexil, they fired two shots at the roof of the home of a BAEZLN of that community. The trucks continued towards the ejido Pojcol.”

On August 13, 2014, by agreement of the Zone of the JBG of La Garrucha, the Nuevo Poblado [new community] “San Jacinto” was founded in collective land in the Municipality of San Manuel; it was made up of nine Zapatista families, they built nine houses (in one of them there was a grocery store); The next day, a group of 18 people armed with shotguns and .22 calibre weapons, from the community of Pojcol, municipality of Chilón, surrounded the field for collective work and began shooting into the air for 40 minutes. According to testimonies of people who slept there that night, which were collected by Frayba, the attackers shouted “these weapons we use are from the government”, “these lands are ours and do not belong to those fucking Zapatistas,” and gave the support bases 6 hours to leave the area.

Meanwhile, the Good Government Junta of La Garrucha denounced that during these same incidents, the 18 people from Pojcol “fired guns of different calibres, the bullets went in to the walls of the houses, on to the roofs of the houses, and the compañeros were sleeping there and at this time the compañeros had to be withdrawn in the early hours of the morning to seek shelter in another Zapatista village, leaving everything, they just took what they were wearing.”

This series of incidents only represents a small example of the recent escalation of violence, which has been implemented by paramilitary groups such as ORCAO and CIOAC-H, with the backing of the local, state and federal governments, against the Zapatistas. They are acts of attrition aimed at undermining the resistance, with the aim of provoking violent responses on the part of the BAEZLN, in order to have an armed pretext, making use of a false discourse around the conflict, calling it “inter-community”, with the intention of concealing the true counterinsurgency war in Chiapas.

Companeras, Companeros,

From our corners of this planet in resistance and rebellion against capitalism, we come together to publicly denounce the recent aggression against our brothers and sisters, support bases of the Zapatista Army of National Liberation, by the members of the organization ORCAO (Regional Organization of Coffee Growers of Ocosingo) against the BAEZLN communities of San Jacinto, El Egipto, Kexil and El Rosario, in the Autonomous Municipality of San Manuel.

The members of ORCAO arrived on the 25th of July, armed to take the reclaimed land, firing into the air, building roofs and threatening the 3 BAEZLN communities. On July 30, they came to poison the collective livestock of the autonomous municipality and wounded a young bull. Following the harassment, the armed group returned on the 1st of August, to attack the BAEZLN village of El Egipto. The women and children had to withdraw to another Zapatista settlement to avoid having to face the group. About 5 days later, they returned to cut down a tree, firing into the air close to two Zapatista communities.

Finally, on the 14th of August, in the very early morning, ORCAO paramilitaries surrounded the town of San Jacinto and fired into the houses, awakening the sleeping BAEZLN compas who had to take refuge in the other Zapatista village leaving behind all their belongings.

We vigorously denounce this intense violation of human rights, harassment, persecution and repression, and we denounce the direct strategy of the bad government against the Zapatistas, to counter the new Zapatista initiatives proposed during the exchange between the Indigenous National Congress and the EZLN. As the HRC Fray Bartolomé de Las Casas stated, this is a war of counterinsurgency being pursued by the bad state and federal government and their business allies against the Zapatistas.

We are well aware of this strategy which affects several regions of Chiapas, and we also do not forget the attack on our sisters and brothers from La Realidad, the murder of our companero Galeano, and the destruction of the clinic and school of the community on May 2nd, perpetrated by paramilitaries from CIOAC-H.

That is a direct attack against Zapatista autonomy, as the Zapatistas are becoming stronger, we realise more and more that the construction of Zapatista autonomy, which is this other world that they are building, is working and walking. Likewise we also become stronger and more organised, and the plans of the bad government will not be enough to stop the progress of the Zapatistas.

Mexico, August 14, 2014.

To all the compañeras of the National and international sixth

To the national and international alternative media of the sixth

To the people of Mexico and the world

WE PUBLICLY DENOUNCE

These events started on Friday, July 25, 2014. We did not want to make them public, because of the exchange which took place in the Caracol of La Realidad from 4 to 9 August, so as not to disrupt the great exchange between the original peoples of this country.

We just informed the Fray Bartolome de las Casas human rights, Chiapas.

But the provocations continued and these are the facts.

1.-A group of 19 people, from the community of Pojkol in the municipality of Chilón, from the organization ORCAO, of the Chiquinaval neighbourhood. We mention some names of these people, they are Andres Gutierrez Guillen, Andres Gutierrez de Meza, Eliceo Ruiz Gutierrez, Guillermo Perez Guillen, Vidal Gutierrez Gomez and Juan Ruiz Gutierrez, the last two names are of those who have vans which transport people; they arrived in the San Jacinto community, which is a community of Zapatista support bases, in the Municipality of San Manuel in the autonomous caracol of La Garrucha.

At 6 am, on the 25th of July, they arrived armed and took the reclaimed land, firing into the air.

They destroyed the sign which we put up about the assassination of Compañero Galeano.

They installed their roofs making out that they would be staying there. At all times they were verbally threatening our compañero support bases with shouts. As there are other communities of compañero Zapatista support bases close by, the villages of Egypt and El Rosario, there were threatening with cries that they were going to displace them and return to where their roofs are. On the morning of July 26, at 1:30 am, they left.

2.-On 30th July, they entered again at 6 am, spraying the paddock of 3 hectares with a substance which we do not know, and this is where the collective livestock of the municipality of San Manuel are located, they herded the other animals to take them where they sprayed so the animals would eat the sprayed grass.

They wounded a young bull with a knife, near the horn which is the place for killing. They left the legend “Pojkol Territory” written in the earth, in the middle of this area they left the bushes burned in the form of a cross, of a 22 gauge cartridge and 20 gauge shotgun.

At 4 pm they left.

3.-On the 1st August, at 11.30 pm, the same people from Pojkol, barrio santiago, entered again, armed as usual; we mention some names of those people they are Bersain Gutierrez Gomez, Victor Gutierrez Gomez, Valdemar Gutierrez Gomez, Romeo Gutierrez Gomez, they went back into the same place; Which is to San Jacinto. These paramilitaries killed a young bull, while the others fired shots in the air and headed towards the Zapatista community of Egipto, all with lamps in their hand, for this reason the compañeros organized and the women and children left at 12.30 am, to go to another Zapatista village where they still are now

Those who killed the young bull, arrived on 2 motorcycles, 4 people and they just took away the meat, leaving the bones.

4.-On 6 August, at 7.30 am, the same people from Pojkol arrived with 2 nissan vans, with 15 people with a chainsaw, they arrived firing shots and cut down a large tree, as the tree was falling they began firing into the air, threatening in this way so that no one would come to see them and on leaving they started shooting again in the afternoon.

On passing the community of support base compañeros of El Rosario, they fired 5 shots. Again passing the community of support bases of Kexil, 2 shots were fired on the roof of the home of one of base of support compañeros, fired from inside the Nissan vehicle which was heading towards the village of Pojkol.

5.-On Thursday14th August, at 4:50 am, the same 18 people, armed members of ORCAO, came from Pojkol and surrounded the community of compañeros of San Jacinto.

They fired guns of different calibres, firing bullets into the walls of the houses, and on to the roofs of the houses, where the compañer@s were sleeping and at the same time the compañer@s had to leave in the early hours of the morning to seek refuge in another Zapatista community, leaving everything, they just took what they were wearing.

This was how they avoided being massacred, murdered like in Acteal.

When they were leaving the compañeros were hearing the damage that these paramilitaries were doing.

To date we know that:

5 houses are cut down, the sheets of laminated metal are cut to pieces with machetes, 50 sheets of laminate.

7 zontes of corn and 130 kilos of corn grains have been stolen.

Where is the peace which Peña Nieto speaks so much of? Is this the peace Manuel Velasco talks about? If this happened to the Municipal President of Ocosingo, Octavio Albores, what they are doing to the compañero Zapatista support bases, would he believe that this is peace?

They should think if they want peace. Because they are responsible for everything that may happen or will happen.

If they are governments as they say, why do they not control those paramilitaries from Pojkol from the barrio of Chiquinival in the Municipality of Chilón?

They do not control them because they are the ones who fund, organize and execute these attacks against us.

We say to the government and the paramilitaries, who are made of blood, bones and flesh, like us, that we are not drug addicts, like these paramilitaries and yourselves. We say do not manipulate people, do not pay thugs, do not spend money to worsen the lives of the poor which are already bad enough.

We truly want peace, if there is no peace we will struggle until there is peace.

We do not sell out, we do not give up, we do not surrender.

We are organized for a just and dignified peace. You the 3 levels of bad government do not want peace, we know that you do not repent, but you will be condemned by the poor people of Mexico and we are with them.

So, compañeras and compañeros from Mexico and the world, we must be vigilant, these savages will come against us and we will be watching.

This is our denuncia.

Chiapas, Mexico. August 16. “They avoided being massacred, murdered like in Acteal,” denounces the Good Government Council (JBG) The Way of the Future of La Garrucha, in the municipality of Ocosingo, in respect of the Zapatista support bases in the communities of San Jacinto, Egipto and El Rosario, who as a precautionary measure took refuge in other Zapatista villages after being attacked with firearms by the Regional Organization of Coffee Growers of Ocosingo (ORCAO) since last July 25.

“Where is the peace which Peña Nieto speaks so much of? Is this the peace Manuel Velasco talks about?” the JBG asks and emphasises” they are responsible for everything that may happen or will happen, because it is they who financed, organized and executed these attacks against us”.

In its denuncia, the Caracol of Resistance Towards a New Dawn, explains that the first attack occurred on 25 July, when a group of 19 people, from the community of Pojkol in the municipality of Chilón, from the organization ORCAO of the Chiquinaval neighbourhood, came to the Zapatista support base community of San Jacinto, in the autonomous municipality of San Manuel in the caracol of La Garrucha, verbally threatening the population. Among the attackers identified by the JBG are: Andres Gutierrez Guillen, Andres Gutierrez de Meza, Eliceo Ruiz Gutierrez, Guillermo Perez Guillen, Vidal Gutierrez Gomez and Juan Ruiz Gutierrez.

The Good Government Junta The Way of the Future states that on the 1st August at 11:30 pm, armed men returned and entered San Jacinto, they were from the settlement of Pojkol, in the Santiago neighbourhood, among them were:  Bersain Gutierrez Gomez, Victor Gutierrez Gomez, Valdemar Gutierrez Gomez and Romeo Gutierrez Gomez. “These paramilitaries killed a young bull, while others fired shots in the air and headed toward the Zapatista community of Egipto, all with lamps in their hand, for this reason the compañeros organized and the women and children left at 12:30 am to go to another Zapatista village where they still are now” it explains.

The Zapatistas of La Garrucha, Chiapas, reported that on Thursday, August 14, at 4:50 am 18 armed people came from the same community of Pojkol, surrounding the community of San Jacinto. “They fired guns of different calibres, firing bullets into the walls of the houses, and on to the roofs of the houses, where the compañer@s were sleeping and at the same time the compañer@s had to leave in the early hours of the morning to seek refuge in another Zapatista community, leaving everything, they just took what they were wearing” they explained.

“We truly want peace, if there is no peace we will struggle until peace is achieved. We do not sell ourselves, we do not give up, we do not surrender,” says the Zapatista Good Government Junta, and invites all those in solidarity in Mexico and the world to remain alert, “if these savages come against us, we will be waiting,” it says.

Urgent Action No. 03

Updated

Displacement, risk of dispossession and threats to support bases of the EZLN

The Fray Bartolomé de Las Casas Human Rights Centre has documented further acts of aggression perpetrated by members of the Regional Organization of Coffee Growers of Ocosingo (ORCAO) against support bases of the Zapatista Army of National Liberation (BAEZLN) which occurred on the land for collective work (1) of the Rebel Zapatista Autonomous Municipality (MAREZ) San Manuel (official municipality of Ocosingo), belonging to the Good Government Council (JBG) “The Way of the Future”, of Caracol III, La Garrucha, Selva Tzeltal Zone, Chiapas .

  • On August 13, 2014, by agreement of the Zone of the JBG, nine families of BAEZLN built nine houses (one of them containing a grocery shop) and in this way founded Nuevo Poblado “San Jacinto” on the reclaimed lands for collective work belonging to the MAREZ of San Manuel, which adjoin the communities of Egipto and El Rosario; on that day 250 BAEZLN were also present to perform clearance tasks to prepare the ground for planting.
  • On 14 August, at approximately 3.50 am, a group of 18 people armed with shotguns and .22 calibre weapons, from the community of Pojcol, municipality of Chilón, belonging to ORCAO, surrounded the field and lands for collective work and began firing their weapons into the air for about 40 minutes. According to testimonies of the people who slept there that night, the attackers shouted “these weapons we use are from the government”, “this land is ours and does not belong to those fucking Zapatistas”, warning the BAEZLN at the same time that they had 6 hours to leave the place.
  • To avoid being attacked, the nine families (a total of 40 people, including girls, boys, women and men) together with 250 BAEZLN who were resting there, decided to leave in different directions. After the displacement, the members of ORCAO from the community of Pojcol destroyed the nine houses (including the grocery shop), stealing the merchandise that was in the shop and the cash that was in the houses; they also burned the clothes left by all the people who were at the scene, destroyed 150 nylon and canvas roofs, and stole the machetes with which they were working the land. The assessment of the damage so far has not been completed.
  • The same August 14th, at approximately 20.30 pm, information was received that the women and children of El Rosario community, belonging to ORCAO, had abandoned the community leaving only the men, while, according to testimony, the BAEZLN were being threatened with immediate eviction. As a result, the women and children from the same community, but belonging to the BAEZLN, also decided to leave due to the risk of a possible attack, also leaving only the men.

frayba UADuring the last few hours it has been reported to us that the threats from ORCAO against the BAEZLN of the community of El Rosario are intensifying and threatening to potentially result in dispossession.

In this situation, we express our concern at the imminent risk to the life, personal integrity and safety of the BAEZLN of the communities of El Rosario, Kexil, Egipto and Nuevo Poblado San Jacinto, belonging to the MAREZ of San Manuel.

Faced with the displacement of the BAEZLN communities of Egipto, Nuevo Poblado San Jacinto and El Rosario through acts of harassment, threats, aggression and destruction of their property, we hold the government of Chiapas responsible for ignoring the facts which were initially reported, allowing a gradual continuation of increasingly serious flagrant Human Rights violations to be committed.

Given these facts, this Human Rights Centre calls on the authorities of the state and federal government to:

  1. Stop the death threats, harassments, assaults, damages and attempts at dispossession which have led up to now to the displacement of the three BAEZLN communities.
  1. Guarantee to take the necessary measures and investigations aimed to promote conditions to protect the life, personal integrity and safety of the BAEZLN from the MAREZ San Manuel, respecting their process of autonomy which they are constructing under the right to self-determination of the peoples, referred to in the San Andrés Accords, and established in international treaties such as Convention 169 on Indigenous and Tribal Peoples in Independent Countries and the United Nations Declaration on the Rights of Indigenous Peoples.

To national and international civil society we repeat the call to solidarity to circulate the denunciations and express outrage at the systematic attacks against the BAEZLN belonging to the JBG of La Garrucha (official municipality of Ocosingo).

Urgent Action No. 03

Death threats, harassment with guns, forced displacement and attacks on Zapatista support bases

The Fray Bartolome de Las Casas Human Rights Centre (Frayba) has documented death threats, harassment with firearms and aggressions against support bases of the Zapatista Army of National Liberation (BAEZLN) from the Autonomous Communities El Rosario and Kexil in the Rebel Zapatista Autonomous Municipality (MAREZ) of San Manuel (official municipality of Ocosingo), belonging to the Good Government Council (JBG) “The Way of the Future”, Caracol III, La Garrucha, Selva Tzeltal Zone, Chiapas.

On Monday, 4th August, in the Autonomous Community of El Rosario, at 6 am, a horse of a BAEZLN was killed by wound in the abdomen. The same day, another BAEZLN went to get his firewood and on the way he met Enrique Sánchez Martínez, from the El Rosario community and a member of the Regional Organization of Autonomous Coffee Growers of Ocosingo (ORCAO), who said to him: “Take care of yourself; I am going to kill you.”

On August 6, at 7.30 am, two Nissan vehicles arrived from the direction of Pojcol, municipality of Chilón, at the Autonomous Community of El Rosario, with people who were carrying guns, and bringing a chainsaw, who went to the land for regional collective work of the Autonomous Municipality of San Manuel, where 15 people remained behind. The Nissan pickup trucks returned toward the ejido Pojcol; when leaving the Autonomous Community of El Rosario the drivers were detained briefly by members of the ORCAO with whom they had a talk and then continued on their way.

At 9.15 am, the 15 people who were in the land for regional collective work of the Autonomous Municipality of San Manuel, began cutting trees and fired several shots into the air. At 10.40 am they began to gather the wood which had been cut.

Later, at 2.18 pm, the two Nissan trucks returned to the Autonomous Community of El Rosario, the 15 people got off, and going through the house of a BAEZLN fired five shots. At 2.51 pm while crossing the community of Kexil they fired two shots above the roof of the home of a BAEZLN of that community. The trucks continued toward the ejido Pojcol.

In view of this situation, Frayba expresses its concern about the threat to the life, integrity and personal security faced by the BAEZLN communities of El Rosario, Kexil and Egipto in the Municipality of San Manuel, as the threats and harassment have increased in recent days, including the shooting of firearms.

This Human Rights Centre states:

The responsibility of the state through omission, since government authorities have not acted to ensure the integrity and personal safety of the BAEZLN in spite of the requests for  intervention which we have made.

And it demands:

An end to the death threats, harassment, assaults, damage and attempted dispossession against the BAEZLN;

Protect and guarantee the life, integrity and personal safety of the BAEZLN in respect of their process of autonomy which they are constructing under the right to self-determination of the peoples, referred to in the San Andrés Accords, and established in international treaties such as Convention 169 on Indigenous and Tribal Peoples in Independent Countries and the United Nations Declaration on the Rights of Indigenous Peoples.

Finally we call on national and international solidarity to show its support to threatened BAEZLN.

Background

On 1st August, at 11.30 pm, a group of armed people from the ejido Pojcol went into the land used for regional collective work of the Autonomous Municipality of San Manuel, recovered by the Zapatista Army of National Liberation (EZLN). In this territory, adjacent to the Autonomous Communities of El Rosario and Egipto, the armed people killed a young bull and gunshots were fired. While the group from Ejido Pojcol were carrying out acts of occupation and armed harassment, members of the Egipto Autonomous Community realised that several individuals, with lamps in their hands, were heading towards their village. For this reason, and to avoid a possible attack, on 2nd August, at 12.30 am, 32 people (women, children, and old people) were forcibly displaced, walking throughout the early hours of the morning to reach another Zapatista village where they are currently taking refuge.

32 people from the Autonomous Community Egipto, belonging to the Caracol of La Garrucha, are forcibly displaced

Alto-al-hostigamiento-de-comunidades-EZLN1

San Cristóbal de Las Casas, Chiapas, 4 August, 2014

Press Release No. 22

Displacement of Zapatista Bases due to the risk of attack

  • 32 people from the Autonomous Community Egipto (Egypt), belonging to the Caracol of La Garrucha, have been forcibly displaced
  • Residents of the Ejido Pojcol invaded the recuperated lands of the Bases of Support of the Zapatista Army of National Liberation (BAEZLN)

The Fray Bartolomé de Las Casas Human Rights Centre (Frayba) documented the forced displacement of 32 people from Egipto Community, Rebel Autonomous Municipality Zapatista (MAREZ) San Manuel, belonging to the Good Government Junta “Path of the Future,” Caracol III, La Garrucha, Tseltal Jungle Zone, in Chiapas, (official municipality of Ocosingo).

The incident occurred on August 1, at 11.30 pm, when a group of armed people, coming from the Ejido Pojcol, municipality of Chilón, went into the land for regional collective work in the San Manuel Autonomous Municipality, which was recuperated by the Zapatista National Liberation Army (EZLN). In this territory, adjacent to the Autonomous Communities El Rosario and Egipto, the armed individuals killed a bullock and fired gunshots.

These new acts of harassment, territorial dispossession and aggressions are taking place in the context of the meeting of the Indigenous National Congress the First Exchange of the Zapatista Peoples and the Original Peoples of Mexico “Compañero David Ruiz García”, which began on Monday, 4th August in the Autonomous Community of La Realidad.

Faced with the imminent risk and the severity of the acts which occurred in the MAREZ of San Manuel, belonging to the JBG “Path of the Future,” Caracol III of La Garrucha, we ask National and International Civil Society to remain alert so that the acts of violence against the Zapatista support bases do not continue to escalate.

Background:

On Friday, 25th July, at 6 am, 19 armed people entered the land for regional collective work of the San Manuel Autonomous Municipality for the first time. They constructed roofs; they destroyed, burned and used as firewood signs that the BAEZLN had installed in protest after the murder of Teacher Galeano. At the same time, during the morning and afternoon, the aggressors fired 3 gunshots into the air with .22-calibre weapons; they left the community at 1.30 am on 26th July. During the time they were there, they threatened to dispossess the BAEZLN from El Rosario and Egipto autonomous communities of their lands.

On Wednesday, 30th July, the aggressor group again entered to clear one part of the land, they sprayed 3 hectares of pasture, wounded a young zebu bull with a knife, and wrote the words “Pojcol Territory” on the land. (1)

Because of these incidents, this Human Rights Centre conducted specific interventions, addressing documents to the Chiapas state government so that the necessary measures can be taken to avoid consequences difficult or impossible to repair.

Frayba has documented other aggressions against the BAEZLN, among the recent ones: the murder of Señor José Luis Solís López “Teacher Galeano” and the destruction of the autonomous Zapatista clinic and school on 2nd May in the Autonomous Community of La Realidad, official municipality of Las Margaritas. These acts were perpetrated by Members of the Green Ecologist Party of Mexico (PVEM), the National Action Party (PAN) and the Independent Central of Agricultural Workers and Campesinos-Historic (CIOAC-H), prior to the announced meeting of the National Indigenous Congress and the Homage that the EZLN was going to hold in memory of Don Luis Villoro.
